Online services for citizens
Banca d'Italia offers various online services accessible via the Online Services portal. With just a few clicks, you can:
- check the personal data recorded under your name in two registers maintained by Banca d'Italia: the Central credit register (CR) and the Interbank register of bad cheques and payment cards (CAI), if applicable;
- find out if a cheque or payment card has been blocked (information recorded in the CAI);
- submit a complaint to Banca d'Italia to notify if a bank or other intermediary has acted improperly or to request correction of errors in the CR or CAI data;
- file a whistleblowing complaint with Banca d'Italia to report regulatory violations by a bank;
- request information about banking services (such as loans), tools to protect your rights in dealings with banks (such as submitting a complaint to the Banking and Financial Ombudsman), and about the CR and the CAI.
All these services are free of charge.
How to use the services
The procedure is simple and fast, as the website guides you step by step. If you do not have access to a computer, you can also use a mobile phone or tablet. In any case, the data and information you submit will be secure, protected by Banca d'Italia's cybersecurity systems.
In some cases, you will need to identify yourself through a guided identification process. You can do this even if you do not have a digital identity i.e. without SPID (the Public Digital Identity System); CNS (National Service Card) or CIE (Electronic Identity Card). You may need to attach a digital copy of your identity document to your request.
You can also access some services on behalf of others, but you must prove that you have the authorisation. Sometimes a self-certification is sufficient, while in other cases you must provide documents, such as a power of attorney.
Why it is important to know your data registered in the CCR
When you apply for a loan, the bank assesses your ability to repay it by checking the data recorded under your name in the Central credit register, where available. Accessing information on your registered loans allows you to verify the accuracy of the data and helps you keep track of your debts with banks.
Remember
The CCR is not a 'blacklist' of defaulters. You appear in the register also simply if you have loans or have provided guarantees for others' loans exceeding certain thresholds. Indeed, when a bank grants loans of €30,000 or more, it is required to report this to the CCR; it must then update the information monthly, for example by reporting the outstanding amount and whether repayments are being made regularly. Why access data recorded in the interbank register (CAI)
Banks, Poste Italiane, and even judges report to the CAI those who have dishonoured a cheque due to lack of funds or authorisation, and those whose payment card has been revoked for failing to settle the balance. Accessing the CAI allows you to check whether there are any reports concerning you. Moreover, the service also enables you to verify whether a cheque or card is blocked, as the CAI records these data as well.
Why submit a report to Banca d'Italia
Banca d'Italia ensures that banks act fairly towards their customers; this is part of its supervisory role. If you have a problem with a bank or another financial intermediary, submitting a report may help resolve it when:
- the bank (or intermediary) has acted irregularly or unfairly. Banca d'Italia will urge the institution to examine the issue you raised and will consider the outcome of the report in its supervisory activities. However, it does not have the authority to decide who is right; for that, you can turn to the civil courts or the Banking and Financial Ombudsman. Nonetheless, intervention by Banca d'Italia is often effective: most reports are accepted by banks and other financial intermediaries;
- you have found inaccurate data in the CCR or IAC and want them to be corrected. Banca d'Italia will ask the bank that sent the data to verify and correct any errors. It cannot intervene directly, as responsibility for the accuracy of the data lies with the sender.
Remember
If you have a problem with a bank, you can first send a complaint to notify the bank and ask for a remedy. All banks are required to have a complaints office.
Why submit a whistleblowing report
Banca d'Italia monitors banks to ensure compliance with regulations. If you become aware that a bank has violated a rule or committed irregularities in its management, you can submit a whistleblowing report to inform Banca d'Italia, which will investigate the case. You can do this anonymously if you wish.
Why request information
The information service helps you better understand how banking services work (such as current accounts and loans), the tools available to protect your rights in dealings with banks (such as the Banking and Financial Arbitrator and reporting to Banca d'Italia), as well as the CR and the CAI. The more you know, the better you can make financial decisions and assert your rights in your relationship with banks.
